Data blocks are typically used by data providers for billing purposes. They can range in size, depending on the connection or provider. For instance mobile providers usually bill in data blocks of 10 kilobytes.
ADSL providers however typically bill by the megabyte or more commonly, the gigabyte.

Slingshot
With Slingshot plans, once you exceed your usage, your connection is typically limited to 64kbps, unless you either have your account set up to automatically purchase new blocks, or manually purchase a new data block. Prices get cheaper as you purchase larger units.
The newest plans now have data blocks which keep active for 12 months, therefore they will not expire every month. Data allowances with the plans will be used first before any extra data blocks.

TelstraClear

Only one "double your data" block can be bought in any one month.
You can choose to add a block for the month, or for every month where the limit is reached.
